The reporter noted that since the approval of the Shanghai Free Trade pilot Zone in 2013, China's free trade pilot zone has achieved full coverage of Beijing, Tianjin and Hebei, the Yangtze River Delta and the eastern, central and western regions in the past seven years. The State Administration of Taxation disclosed that all 21 pilot free trade zones have tax-related content, including tax service innovation, tax system innovation and tax system exploration.
In terms of trade facilitation, the optimization of tax procedures, the "single window" of international trade, and the acceleration of export tax rebates have become important reforms in many pilot free trade zones. Statistics show that in the first seven months of this year, more than 3300 new foreign-funded enterprises were established in my country's free trade zone, and the actual use of foreign capital was more than 90 billion yuan, and the import and export volume reached 2.7 trillion yuan. The re-expansion of the free trade zone in September is considered to be a signal of China's adherence to reform and opening up.
"The FTZ will become an important carrier and platform for connecting domestic and international double cycles in the future." Zhao Jinping, a researcher at the Research Center for the Construction of the Pilot Free Trade Zone, the Counsellor's Office of the State Council, said.
According to the State Administration of Taxation, the newly established Beijing Pilot Free Trade Zone is characterized by "technological innovation, service industry opening, and digital economy. Under the background that other pilot free trade zones are still focusing on the development of trade in goods, the Beijing Pilot Free Trade Zone highlights the characteristics of developing trade in services. In terms of taxation, the Beijing Pilot Free Trade Zone will continue to expand the service functions and application areas of the "single window" for international trade, and implement import tax exemptions for scientific research equipment of R & D institutions in the zone that comply with the policy, and explore tax policies that encourage technology transfer.
